What Does ICBC Counselling Coverage Actually Include?
Under ICBC's Enhanced Care system, people injured in a crash have access to pre-approved treatments during the first 12 weeks following the accident, regardless of who was responsible for the crash. Counselling is one of the eligible treatment services.
Counselling following a motor vehicle accident may help with concerns such as:
Anxiety or panic following the accident
Fear of driving or travelling as a passenger
Post-traumatic stress symptoms
Hypervigilance or feeling constantly “on edge”
Sleep difficulties
Low mood or depression

How Many ICBC Counselling Sessions Are Covered?
ICBC currently provides 12 pre-authorized counselling sessions within the first 12 weeks following the crash. The initial assessment visit is included within those 12 sessions.
This means that eligible clients can begin counselling promptly rather than waiting for individual approval for each of these initial sessions.
If additional counselling is clinically appropriate after the initial treatment period, your counsellor may submit a treatment plan requesting further treatment. Additional treatment is subject to ICBC approval.
Do I Need a Doctor's Referral for ICBC Counselling?
No. During the initial 12-week pre-approved treatment period, ICBC states that you do not need a referral from a family physician or nurse practitioner or prior approval from ICBC to access these treatments. You will need your ICBC claim number and Personal Health Number (PHN).
This can make it easier to begin addressing anxiety, trauma symptoms, driving fears, or other emotional difficulties soon after an accident.
ICBC Direct Billing for Counselling
ICBC's Recovery Network includes health-care providers who meet ICBC's requirements and can direct bill ICBC for eligible pre-approved treatment sessions.
The process is generally straightforward:
Report your accident to ICBC and obtain your claim number.
Book an appointment with an ICBC-approved counselling provider.
Provide your ICBC claim number and required information.
Your provider can verify the relevant information and submit eligible counselling services directly to ICBC.
